Should membership of the Forums be Compulsory?

As the title says, should it be compulsory. I suggest that it should be. At the moment there is virtually no involvement in this Alliance apart from when there is war or battles. There have been various suggestions for new ideas posted on the forum in the last few weeks by various members that have been largely ignored. Things can only move forward if we all participate and actually become involved in the Alliance with an aim to further our individual skills and the Alliance.
