I don`t think about it that even it is possible or not?
But i think if there is possibility we may have some other posts like
1.Admiral for navy, who can manage ships and sea battles
2.2nd in Command General
3.Still post of Home Secretory is empty
4.Broker for trading
So, we can handle things in a batter way
